Current PPWR and country EPR, kept separate

Regulation (EU) 2025/40 applies from 12 August 2026. It creates common EU rules, while national EPR workflows still matter.

• Economic-operator roles and role-dependent duties.
• Manufacturer, importer and traceable packaging identification.
• Supplier, heavy-metals and food-contact PFAS evidence where applicable.
• Technical documentation, conformity assessment and Declaration of Conformity readiness.

Relevant online marketplaces have information-check duties. Selling through Etsy does not automatically transfer every seller obligation; delegated or mandated coverage needs evidence.

Future labelling, recyclability, recycled content, minimisation, reuse and restricted formats remain separate from current blockers. The Article 24 empty-space maximum is 50% from 1 January 2030 or three years after the relevant implementing acts enter into force, whichever is later. The methodology is pending.
