Methodology

One EU authority layer, plus country EPR packs

The result follows a fixed, inspectable chain. Missing facts remain visible and do not receive invented values.

Decision chain

Seller facts and Etsy destination activity.
EU PPWR rule registry and requirement-specific effective dates.
Country EPR registry for registration, schemes, representatives, materials and reporting.
Packaging recipes, supplier evidence and ParcelKind validation.
Separate EPR-reporting and PPWR-product readiness outputs.

Transition handling

ParcelKind applies each maintained requirement according to its own dates. PPWR applies generally from 12 August 2026, but Article 70 keeps specific Directive 94/62/EC provisions alive for defined transition periods. A calendar year is not automatically treated as one legal regime, and annual country reporting follows the country authority's reporting treatment.

Status meanings

Calculated: totals exist from the recorded orders and packaging.
Evidence recorded: the seller has stored a document reference; ParcelKind has not certified its contents.
Rule package checked: the maintained source and test gates passed.
Ready for review: the recorded facts and evidence passed the in-scope checks.
Finalised: an immutable local snapshot exists; ParcelKind did not submit it.

How we source this

The entries link to maintained source material and review dates. A listed source does not prove that every proposition or seller route has been independently reconciled. The pilot exposes unresolved questions rather than treating structural coverage as legal completeness.
